The Grievance Redressal Cell (GRC) of KIHEAT operates in full compliance with the directives of the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the UGC (Redressal of Grievances of Students) Regulations, 2023 — ensuring that all grievances are addressed in a manner that is just, timely, and transparent.

What is a Grievance?

A grievance is any complaint, concern, or dissatisfaction expressed by a student, faculty member, or staff regarding an institutional matter that they believe has been handled unfairly, improperly, or in violation of established rules and regulations. Grievances within the purview of the Cell include, but are not limited to:

Issues related to admission, fees, or financial matters
Concerns regarding examination, evaluation, or results
Complaints related to academic instruction or curriculum delivery
Matters concerning scholarships, stipends, or financial assistance
Grievances related to library, laboratory, or infrastructure facilities
Complaints regarding discrimination, bias, or unfair treatment
Issues pertaining to hostel accommodation, canteen, or campus services
Concerns related to the conduct of faculty, staff, or administration
Any other matter where institutional processes have not been followed appropriately

About the Grievance Redressal Cell

The Grievance Redressal Cell of KIHEAT is a formally constituted body empowered to receive, examine, and resolve grievances raised by students, faculty, and staff in a confidential and impartial manner. The Cell operates with the full backing of the institution and is committed to resolving all matters in a time-bound and just fashion.

The Cell comprises:

Director, KIHEAT
Senior Faculty Members — representing various departments
Representative from Administrative & Non-Teaching Staff
Student Representative — nominated from the student body
Woman Faculty Representative — as per UGC guidelines
External Expert or Civil Society Representative — where applicable

The Cell meets periodically to review pending grievances, monitor resolution timelines, and ensure that institutional processes are being followed with integrity and consistency.

The Grievance Redressal Cell has the authority to address grievances raised by:

Note: Matters that are sub-judice or already being heard by a court of law fall outside the scope of the Cell's redressal mechanism.

How It Works

The Grievance Redressal Process

Every grievance follows a structured, transparent, and time-bound process from submission to final resolution.

Receipt of Grievance

Every grievance submitted — whether in writing, through the online portal, or via the designated complaint box — is formally acknowledged within a stipulated period. The complainant is informed that their concern has been received and is under review.

Preliminary Review

The Cell conducts an initial review of the grievance to assess its nature, validity, and the appropriate course of action. Where necessary, additional information may be sought from the complainant or the concerned department.

Inquiry and Investigation

For grievances that require formal inquiry, the Cell constitutes a sub-committee or designates a responsible officer to conduct a thorough and impartial investigation. All parties involved are given a fair opportunity to present their perspective.

Resolution and Communication

Upon completion of the inquiry, the Cell communicates its findings and decision to the complainant in writing. Where redressal is warranted, corrective action is initiated without delay. The complainant is informed of the outcome and the steps taken.

Appeal Mechanism

If the complainant is not satisfied with the resolution provided by the Cell, they may escalate the matter to the UGC Ombudsperson appointed for the region, in accordance with the UGC (Redressal of Grievances of Students) Regulations, 2023.

Confidentiality

All grievances are handled with the strictest confidentiality. The identity of the complainant is protected throughout the process and is not disclosed without their explicit consent, except where required by law.

Impartiality

Every grievance is examined objectively and without prejudice. No complainant shall be subject to discrimination, disadvantage, or retaliation as a result of having raised a concern in good faith.

Timely Resolution

The Cell is committed to resolving all grievances within a defined timeframe, ensuring that students and staff are not left in prolonged uncertainty regarding matters that affect their academic or professional lives.

Protection from Retaliation

Any form of retaliation against a student or staff member for having submitted a grievance in good faith is itself a serious misconduct and will be treated accordingly by the institution.

Counselling & Guidance

Where a grievance reflects deeper personal, academic, or professional distress, the Cell coordinates with the institution's counselling services to ensure the complainant receives appropriate support beyond the formal resolution process.

How to Submit a Grievance

KIHEAT provides multiple accessible channels through which a grievance may be formally submitted. All channels are treated with equal seriousness.

In Person

Visit the office of the Grievance Redressal Cell or approach any member of the committee directly during designated working hours. Your concern will be acknowledged on the spot.

In Writing

Submit a written complaint addressed to the Chairperson of the Grievance Redressal Cell, clearly stating the nature of the grievance, the parties involved, and the resolution being sought.

Complaint Box

Anonymous or written complaints may also be submitted through the designated Grievance Complaint Box located at a prominent and accessible location on campus.

Online Portal

Students and staff may register their grievances through the UGC's centralised grievance portal. Anonymous reporting is permitted.

Timelines

Timeframe for Resolution

In accordance with UGC Regulations, the Grievance Redressal Cell is committed to the following timelines:

Acknowledgement of grievance — within 2 working days of receipt

7 Days

Preliminary review and initial response to the complainant

30 Days

Formal inquiry and resolution — within 30 working days from receipt

Written

Communication of final decision — in writing, within the resolution period

Where a grievance is of a complex nature requiring extended inquiry, the complainant will be informed of the revised timeline and the reason for the extension.
