Our Commitment to a Fair and Transparent Institution
Kamal Institute of Higher Education and Advanced Technology (KIHEAT) is dedicated to fostering an academic environment built on fairness, transparency, and mutual respect. The institution recognises that students, faculty, and staff may, at times, encounter concerns or grievances that require formal attention and resolution.
The Grievance Redressal Cell (GRC) of KIHEAT operates in full compliance with the directives of the University Grants Commission (UGC), the All India Council for Technical Education (AICTE), and the UGC (Redressal of Grievances of Students) Regulations, 2023 — ensuring that all grievances are addressed in a manner that is just, timely, and transparent.
What is a Grievance?
A grievance is any complaint, concern, or dissatisfaction expressed by a student, faculty member, or staff regarding an institutional matter that they believe has been handled unfairly, improperly, or in violation of established rules and regulations. Grievances within the purview of the Cell include, but are not limited to:
Legal Framework & Regulatory Compliance
The Grievance Redressal Cell functions within the framework of the following regulatory guidelines and institutional obligations.
UGC Regulations, 2023
The University Grants Commission mandates that all Higher Educational Institutions establish a functional Grievance Redressal Cell and an Ombudsperson to address student grievances in a fair, time-bound, and transparent manner.
AICTE Guidelines
The All India Council for Technical Education requires all technical institutions to maintain an active grievance redressal mechanism that ensures prompt and impartial handling of complaints from students and staff.
Right to Education & Fundamental Rights
Every student has the constitutional right to fair treatment and equal access to educational opportunities. The Grievance Redressal Cell upholds these rights by ensuring that no complaint goes unheard and no concern goes unaddressed.
About the Grievance Redressal Cell
The Grievance Redressal Cell of KIHEAT is a formally constituted body empowered to receive, examine, and resolve grievances raised by students, faculty, and staff in a confidential and impartial manner. The Cell operates with the full backing of the institution and is committed to resolving all matters in a time-bound and just fashion.
The Cell comprises:
The Cell meets periodically to review pending grievances, monitor resolution timelines, and ensure that institutional processes are being followed with integrity and consistency.
Scope and Jurisdiction
The Grievance Redressal Cell has the authority to address grievances raised by:
Currently Enrolled Students
All students of KIHEAT across all programmes and academic years.
Faculty & Teaching Staff
All full-time, part-time, and visiting faculty members of the institution.
Non-Teaching & Administrative Staff
All administrative, technical, and support staff members.
Parents / Guardians
Acting on behalf of a student where appropriate and relevant.
Note: Matters that are sub-judice or already being heard by a court of law fall outside the scope of the Cell's redressal mechanism.
The Grievance Redressal Process
Every grievance follows a structured, transparent, and time-bound process from submission to final resolution.
Receipt of Grievance
Every grievance submitted — whether in writing, through the online portal, or via the designated complaint box — is formally acknowledged within a stipulated period. The complainant is informed that their concern has been received and is under review.
Preliminary Review
The Cell conducts an initial review of the grievance to assess its nature, validity, and the appropriate course of action. Where necessary, additional information may be sought from the complainant or the concerned department.
Inquiry and Investigation
For grievances that require formal inquiry, the Cell constitutes a sub-committee or designates a responsible officer to conduct a thorough and impartial investigation. All parties involved are given a fair opportunity to present their perspective.
Resolution and Communication
Upon completion of the inquiry, the Cell communicates its findings and decision to the complainant in writing. Where redressal is warranted, corrective action is initiated without delay. The complainant is informed of the outcome and the steps taken.
Appeal Mechanism
If the complainant is not satisfied with the resolution provided by the Cell, they may escalate the matter to the UGC Ombudsperson appointed for the region, in accordance with the UGC (Redressal of Grievances of Students) Regulations, 2023.
How the Cell Protects and Supports You
Confidentiality
All grievances are handled with the strictest confidentiality. The identity of the complainant is protected throughout the process and is not disclosed without their explicit consent, except where required by law.
Impartiality
Every grievance is examined objectively and without prejudice. No complainant shall be subject to discrimination, disadvantage, or retaliation as a result of having raised a concern in good faith.
Timely Resolution
The Cell is committed to resolving all grievances within a defined timeframe, ensuring that students and staff are not left in prolonged uncertainty regarding matters that affect their academic or professional lives.
Protection from Retaliation
Any form of retaliation against a student or staff member for having submitted a grievance in good faith is itself a serious misconduct and will be treated accordingly by the institution.
Counselling & Guidance
Where a grievance reflects deeper personal, academic, or professional distress, the Cell coordinates with the institution's counselling services to ensure the complainant receives appropriate support beyond the formal resolution process.
How to Submit a Grievance
KIHEAT provides multiple accessible channels through which a grievance may be formally submitted. All channels are treated with equal seriousness.
